Yes it does, it's not perfect, there is no perfect one, but it's doing fine.

Hi Jean, can I ask were do you get this data from? I have two charts, especially one, where I would really like to know if there was summer time, one is 1972 September 6, Hungary, and the other one is 1978 April 16 Romania. I'm asking this because I looked through Wikipedia pages and the data I found is very conflicting. Both of these charts depend on an official record from the hospital, so whether on not there was a summer time in these years in these countries matters a lot.
Thanks in advance. I just hate uncertainty, lol.

https://en.wikipedia.org/wiki/Tz_database

You can access it for instance on a linux/unix machine with the command tzdump.

It is however not very accurate in itself, i got lots of corrections, donated by someone.
There is the database at astro.com which i don't know any details about and there is the ACS atlas that solar fire uses (and a developer can use it for his software if you pay them the ridiculous amount of 500$ a year) BUT there is not one that is 100% accurate. There are many exceptions, like wars, laws etc etc especially in the 20th century when timezones started and everything was just beginning.

Exactly my issue. One hour is a lot of difference. Thanks in any case.
