EST showing as UTC -6:00 instead of -5:00 for Indiana locations

Hi there, when trying to calculate charts for Indiana locations that are in Eastern time zone, regardless of year the Timezone option shows as UTC -6:00 for EST when it should be -5:00.  If I force the timezone to America/NewYork when calculating a Radix chart, it will appropriately display it as EST UTC -5:00, but when selecting America/Indiana/SouthBend for example, it shows as EST UTC -6:00. 

I suspect this might be due to some sections of Indiana being on CST, but when I select the EST locations it should show as EST UTC -5:00.  I have checked the timezone txt file in the cfg folder and it is correct, any way to fix this?

The timezone files are in c:\planetdance\plc
Which country / place exact is this about? please give an example.

Can you check it this is for more years and places in this region?
I could change it but it might mess up other charts that are now done correctly.
